Vietnam energy efficiency labeling program (VNEEP)
Before bringing vehicles and equipment to the Vietnamese market, enterprises manufacturing and importing such vehicles and equipment must prepare a set of energy labeling registration documents and send them to the Ministry of Industry and Trade.
1. What is a Vietnam energy efficiency labeling program (VNEEP)
An energy label is a stamp affixed to electrical equipment to provide index information and energy saving capabilities, helping users choose quality products with high energy efficiency and low energy consumption.
There are 2 types of energy labels:
• Energy confirmation labels
• Comparative energy labels
2. What is a comparative energy label?
The energy efficiency label with the energy saving symbol (also known as the Vietnamese Energy Star) is displayed on vehicles and equipment circulating on the market when these vehicles and equipment have an energy efficiency level equal to or higher than the high energy efficiency level decided by the Ministry of Industry and Trade (MOIT) each period.
3. What is a comparative energy label?
Comparative energy labels are displayed on vehicles and equipment circulating on the market to provide consumers with information about the energy efficiency of this vehicle and equipment compared to other vehicles and equipment of the same type on the market, helping consumers choose vehicles and equipment with more economical energy consumption.
Different levels of energy efficiency correspond to five levels of energy efficiency corresponding to the number of stars printed on the label, from one star to five stars, the five-star label is the label with the best performance.

4. Information on comparative energy labels
• Announcement code: Is the code issued by the Ministry of Industry and Trade to serve management work, specified by the Ministry of Industry and Trade in the Energy Saving Product Certificate.
• Product name/code: Is the name or product code of the enterprise registered for labeling and issued by the Ministry of Industry and Trade in the Energy Saving Product Certificate.
• Manufacturer: Is the name of the organization/enterprise that produces the product registered for energy labeling.
• Importer: Is the name of the organization/enterprise importing products registered for energy labeling (only applicable to importers)
• Part showing the energy saving rating index (Energy efficiency level): The amount of energy consumed in one hour of operation of products of the same type but manufactured by different manufacturers is divided into 5 ranges corresponding to the number of stars on the label (from 1 star to 5 stars). The energy saving level (energy efficiency level) is determined by the Ministry of Industry and Trade through evaluating the results of testing the product’s energy efficiency criteria and is shown in the Energy Saving Product Certificate.
• Energy consumption of the product: energy consumption value is calculated in kWh/year.
• Other information: is specified in detail in the Decision on Certificate issuance appropriate to each specific product type.
5. Procedures for registering for energy labeling (VNEEP)
Energy labeling registration dossier includes:
• Declaration of energy labeling for energy-using vehicles and equipment, clearly stating that the enterprise registers for comparison label or confirmation label according to the form in Appendix 1 of Circular 36/2016/TT-BCT;
• Test results issued by the testing organization for the product model;
• Proposed energy label sample.
• Energy label announcement documents can be submitted to the Department of Energy Saving and Sustainable Development of the Ministry of Industry and Trade. After reviewing and evaluating the dossier, the Department of Energy Saving and Sustainable Development will submit it to the Ministry of Industry and Trade to issue a written notice of receiving the energy label announcement.
• At the same time, businesses can also submit applications through the public service portal of the Ministry of Industry and Trade. The Ministry of Industry and Trade does not issue energy labeling certificates for applications submitted online.
Normally, the process of processing documents and issuing a written notice of receipt of energy label declaration will last 5-7 working days.
