Vietnam – ICT Type Approval

1. What is ICT Mark?
Certification of conformity (ICT type approval) is the confirmation that a product complies with technical regulations issued by the Ministry of Science and Technology (MOST) and standards prescribed by the Ministry of Science and Technology (MOST) that are mandatory to apply to ensure compatibility of products in connection, national telecommunications network safety, information security, ensuring requirements for electromagnetic field compatibility, effective and economical use of radio frequency spectrum resources, safety for humans and the environment, protecting the users.
To access the Vietnamese market, manufacturers and importers of Information and Communications Technology (ICT) products must comply with the Ministry of Science and Technology (MOST) regulations. This involves undergoing ICT testing and approval and being registered with the MOST. The testing is conducted in designated local or recognized (MRA) laboratories in partner countries, as listed on the MOST Vietnam website.

2. Who is the certification body?
TQC is a technical service service unit designated by the Ministry of Science and Technology (MOST) to perform the certfication of conformity.
TQC carries out certification of conformity with group 2 products category (High risk and Medium risk) under the management responsibility of the Ministry of Science and Technology (MOST).

3. List of products/goods subjected to mandatory MIC Type Approval cerfication (TAC) and Declaration of Conformity (sDoC)
Circular 36/2026/TT-BKHCN: List of products and goods subjected to mandatory MIC Type Approval cerfication (TAC) and Declaration of Conformity (sDoC).
– Product listed under High risk category of Circular 36/2026/TT-BKHCN need to product quality inspection registration (PQIR), MIC type approval (TAC) and declaration of conformity (sDoC) and use ICT mark with CODE.
– Product listed under Medium risk category of Circular 36/2026/TT-BKHCN need to declaration of conformity (sDoC) and use CR mark without CODE.

Content of CR-ICT Mark:
– TQC: A government certification body under MOST
– CODE: Management code provided by the Vietnam Telecommunications Authority (VNTA).

4. ICT Mark workflow
Step 1: Definition of HS CODE and description of products/goods whether fall into Circular 36/2026/TT-BKHCN?
Step 2: Definition of national technical regulation will apply to products/goods and make the quotation to customer
Step 3: Checking for foreign manufacturers/ OEMs have ISO 9001 or not?
– If YES, the validity of certificate: Up to 05 years (By Scheme 3)
– If NO, the validity of certificate: for Lots/Batch only (By Scheme 7)
Step 4: Testing the sample at MRA lab or designated local lab by MOST’s designation
Step 5: Submit the document to VNTA (TQC) for certification:
– Application form for certification
– Business license of certificate holder
– Product specification
– ISO 9001 (if any)
– Test report
Step 6: Issue type approval certificate (TAC).
Step 7: Make sDoC (Declaration of conformity) and affix the CR-ICT Mark on the sample before selling to the market.
