What is COP assessment?

COP is the way to ensure the good product quality.

1. What is COP assessment?
COP (Conformity of Production) assessment is a process carried out by the Vietnam Register (VR) to inspect and confirm that motor vehicle or motor vehicle component and spare parts manufacturing facilities maintain a quality management system and production processes that meet national technical standards and regulations on technical safety and environmental protection.

2. The content of the COP assessment for a foreign-owned auto parts manufacturer’s production plant includes
The certification body conducts quality assurance assessments (COP assessments) for foreign parts manufacturers at intervals requested by the importer, including the following contents:
a) Check the legal documents of the parts manufacturing company. Foreign entities undergoing initial assessment must submit documents related to business registration, land use rights, and valid certifications (if any) such as IATF 16949:2016, ISO 9001:2015, ISO 14001:2015, or equivalent documents;
b) Assessing conformity in production with various types Imported spare parts are subject to quality assurance and product consistency requirements, including regulations, procedures, and work instructions from the spare parts manufacturing company. Overseas : quality control of incoming components and materials; quality control at each stage of production; control of non-conformities and corrective and preventive actions; quality inspection before shipment; maintenance and calibration of equipment; product warranty (except for imported parts used in the production and assembly of vehicles in Vietnam); professional training; storage and control of quality inspection records; product traceability;
c) Evaluate the items and standards for quality control of spare parts before shipment, based on the regulations of the spare parts manufacturer. Overseas to ensure that mass-produced parts are compatible with the test sample ;
d) Additional COP assessment in case the type of imported parts is domestically produced. at the same factory as the parts manufacturing company Foreign companies have been issued a notification of satisfactory COP assessment results, but their manufacturing processes and inspection procedures differ from those of the imported parts that received the aforementioned COP assessment notification. A supplementary COP assessment may be conducted by reviewing the documentation of the foreign parts manufacturer or by conducting an on-site assessment at the foreign parts manufacturer ‘s production facility if there is insufficient basis to draw a conclusion based solely on the documentation .
After assessing that the above-mentioned contents and items meet the requirements, the certification body issues a notification of satisfactory COP assessment results to the foreign parts manufacturer , who is the importer.
In cases where the assessment is unsatisfactory, if the foreign parts manufacturer fails to rectify the non-conformity within six months from the date of the unsatisfactory assessment result, the certification body will issue a notice of unsatisfactory COP assessment results. For the manufacturing plant of a foreign parts manufacturer , the recipient is the importer.
