CIRCULAR NO. 36/2026/TT-BKHCN: List of Medium-Risk and High-Risk Products and Goods under the Management Responsibility of the Ministry of Science and Technology (MOST)

General Information
• Circular No.: 36/2026/TT-BKHCN, issued on 30 June 2026, effective from 1 July 2026.
• Issuing authority: Ministry of Science and Technology (MOST)
• Purpose: To promulgate the list of Group-2 goods (goods with potential safety risks), classified into two risk levels — medium and high — together with the corresponding HS codes and quality management requirements.

Appendix I – List of HIGH-RISK Goods
Group I – Standards, Metrology and Quality
• Gasoline, diesel fuel, and biofuel
• Liquefied petroleum gas (LPG)
• Children’s toys
• Single-phase household electrical and electronic equipment (instant/storage water heaters, hair dryers, rice cookers, fans, etc.)
• Low-voltage electric wires and cables
• Electrical installation equipment for households and similar installations (circuit breakers, etc.)
Group II – Information Technology and Telecommunications
• Radio transmitting/transceiving equipment (mobile base stations, radar, broadcasting/television transmitters, etc.)
• Short-range radio equipment (RFID, 5–6 GHz Wi-Fi, remote controls, etc.)
Group III – Radiation and Nuclear Safety
• Radioactive materials (uranium ore, thorium ore, etc.)
• Nuclear equipment (nuclear reactors, etc.)
• Radiation equipment (radiotherapy accelerators, CT scanners, industrial X-ray machines, etc.)
Appendix II – List of MEDIUM-RISK Goods
Group I – Standards, Metrology and Quality
• Denatured/undenatured fuel ethanol, motorcycle helmets, commercial natural gas
• Reinforcing steel bars, stainless steel
• Internal combustion engine lubricating oil
• LED lighting products
• A wide range of household electrical appliances (vacuum cleaners, refrigerators, washing machines, air conditioners, irons, microwave ovens, etc.)
• Household electrical installation equipment
Group II – Information Technology and Telecommunications
• Computers (desktop, laptop, tablet)
• Broadcasting and television equipment (set-top boxes, etc.)
• Radio transmitting/transceiving equipment with output power ≥60 mW (microwave links, VSAT, maritime, aviation equipment, etc.)
• Short-range radio equipment
• Mobile terminal equipment (including 5G)
• Lithium batteries for handheld devices
Group III – Radiation and Nuclear Safety
• Medical diagnostic X-ray equipment
• Industrial X-ray equipment
