MOST has released a draft of national technical regulation on electric vehicle charging stations

On March 11, 2025, the Ministry of Science and Technology (MOST) issued the draft National Technical Regulation QCVN xxx:2025/BKHCN on electric vehicle charging stations
Effectiveness of the Circular: The Circular takes effect from June 15, 2025
Roadmap for application:
• From June 15, 2025, all new electric vehicle charging stations manufactured, assembled, and imported as prescribed in QCVN xxx:2025/BKHCN must meet the regulations in QCVN xxx:2025/BKHCN before being circulated on the market.

Scope of application
This standard specifies the technical safety requirements for electric vehicle charging stations used to charge electric vehicles (EVs) with a nominal supply voltage of up to 1,000V alternating current (AC) or up to 1,500V direct current (DC) and a nominal output voltage of up to 1,000 V AC or 1,500 V DC and applies to electric vehicles that can be charged from an external power source.
This technical standard also applies to electric vehicle power supply equipment powered by on-site energy storage systems.
This technical regulation applies to electric vehicle charging stations, for electric vehicles, including externally charged hybrid electric vehicles (PHEV), which draw all or part of the vehicle’s energy from rechargeable energy storage systems (RESS) installed on the vehicle.
Electric vehicle charging stations have HS code 85044090 according to the provisions of Circular No. 31/2022/TT-BCT dated June 8, 2022 of the Minister of Finance promulgating the list of exported and imported goods in Vietnam.

Exemption product categories
Does not apply to wireless and wired electric vehicle charging stations for electric buses, trains, heavy trucks and electric vehicles designed primarily for off-road use; on-board electric vehicle equipment; charging for RESS not located on electric vehicles; DC power supply equipment for electric vehicles based on dual/reinforced power or class III protection against electric shock.
Does not apply to grid infrastructure supplying electric vehicle charging posts.
