On December 31, 2025, the Ministry of Science and Technology of Vietnam (MOST) issued Circular No. 52/2025/TT-BKHCN: Promulgating QCVN 86:2025/BKHCN “National Technical Regulation on Electromagnetic Compatibility for Terminal and Auxiliary Equipment in Mobile Communication Systems”
Effective Date
• Effective Date: Feb 15, 2026.
• Businesses, organizations, and individuals may choose to voluntarily implement QCVN 86:2025/BKHCN as soon as the circular comes into effect.
• Terrestrial mobile communication terminals (without 5G NR functionality) and simbox devices: QCVN 86:2025/BKHCN will replace QCVN 86:2019/BTTTT from January 1, 2027.
• Terrestrial mobile communication terminals with 5G NR functionality and low-power wide area network (LPWAN) radio devices: QCVN 86:2025/BKHCN will replace QCVN 18:2022/BTTTT from January 1, 2027.
Key points to note in QCVN 86:2025/BKHCN:
• The technical requirements for GSM (2G and 2.5G) technology in QCVN 86:2025/BKHCN and QCVN 86:2019/BTTTT will not apply from September 16, 2026.
• QCVN 86:2025/BKHCN applies technical requirements to devices with the following technologies: GSM; Ultra FDD (W-CDMA FDD); E-UTRA; NR (5G).
