Vietnam Regulation Update of Circular No. 29/2025/TT-BKHCN
On November 13, 2025, the Ministry of Science and Technology of Vietnam (MOST) issued Circular No. 29/2025/TT-BKHCN: Regulations on the List of products and goods that may cause security risks in the field of information technology and telecommunications under the management responsibility of the Ministry of Science and Technology.
Effective Date
• Effective Date: December 31, 2025.
• Circular No. 02/2024/TT-BTTTT dated March 29, 2024, issued by the Minister of Information and Communications, stipulating the List of Products and Goods Potentially Causing Safety Hazards under the Management Responsibility of the Ministry of Information and Communications, shall cease to be effective from the effective date of this Circular.
Key points to note in Circular No. 29/2025/TT-BKHCN:
• Apply QCVN 134:2024/BTTTT (SAR testing) to mobile phones from July 1, 2026, and also the roadmap for application to other products such as tablets, laptops, etc.
• Do not apply the extreme/critical testing conditions of QCVN 55:2023/BTTTT from July 1, 2025.
• For QCVN 54:2020/BTTTT and QCVN 65:2021/BTTTT: The application of technical requirements under extreme/critical conditions will cease from July 1, 2025 to December 15, 2026 for products and goods are not Wi-Fi transceiver devices (Wi-Fi modems, Wi-Fi transmitters), HS code: 8517.62.51, with integrated Wi-Fi transceiver functionality.
• For WiFi 6E and WiFi 7 wireless access devices: Will apply QCVN 47:2015/BTTTT and QCVN 96:2015/BTTTT.
• For QCVN 117:2023/BTTTT: Technical requirements for GSM technology (2G and 2.5G) do not apply.
• Industrial computers are included in the list of items requiring conformity declaration.
